I just got done with a battle to obtain fishing rights along the lake front of Lake Michigan! Northwestern University had posted no fishing signs and had been restricting access for years. I got the legal council from the DNR here in Illinois involved and showed them the light! It took me a year of badgering the DNR to write a letter for me. Northwestern had threatened to arrest me several times. Eventually The DNR sent the letter explaining that any water at the same level as the lake is a public right of way but then Northwestern asserted that I was tresspassing to get to beach on their property. Unfortunately I used the same path that joggers and bicyclists use to get to the beach so I told them that arresting me and not all the joggers they tolerate would be and act of discrimination that I would gladly pursue! That ended it! They conceded!

The moral of the story is this; Know your rights - do your homework and don't accept authority without a challenge!
