I agree. It would seem that the method is exactly like fishing with tiny
jigs with LIGHT SPINNING tackle in current but without the range.
The weight of the jig and the diameter of the line is critical and the,
"lead," is also with very short casts- as in drifting worms or grubs in
bait fishing. I would think that using a long rod and straight mono,
perhaps a high visibility mono rather than a fly line would extend the
range of control. If the flies are heavily weighted they can be cast
without the need of a fly line and straight mono with a tippet and high
vis thin diameter mono running line may be the most effective way to
fish this technique with a fly rod. If one were to use a weight at the
terminal end and string droppers above it you could use un-weighted
flies and adjust for depth by changing the weight and use any fly of any
size. It is a form of steelhead drift fishing with gear but adapted to the
fly rod. It is also a form of jig fishing and a basic technique of any
good stream bait-fisherman.
Natural drift with tight control of depth by feeling the back pressure
from the fly/jig or terminal weight and being able to feel any change in
that pressure either by a fish or a snag because of the direct
connection of the weight/fly to the rod tip.

Killer technique for sure.
