I did a quick search and found this article by a chap who was down there in 2001.

It looks like you do require a fishing licence in Venezuela. This is generally included in any fishing package. Best bet would be contact the Venezualan consulate in Austria - these folks are very helpful and surprisingly knowledgeable!

There seems to be a lot of water there for DIY opportunties.

I think your best bet will be to contact the hotel or lodge where you are staying and ask specifically about fishing on your own, renting kayaks etc.
