I agree with Adrian. Call the consulate and see what they say.

I searched the Venezuela governments website for you to see if I could find any license requirements. (It is all in Spanish.) I found only 1 requirement for fishing in embalses (big reservoirs). This license for foreigners was about 5 UT and a UT was equal to about BS 14,800.00 It would at least give you an idea of what it may cost.

If you are going on a package tour it is probably included. If not a lot of times they sell these kind of licenses at the airports. The consulate will have that info.

On the other hand my experiene in other parts of Latin America is that even though a license is required, often you cant find anyone that can issue one. That was my experience in Chile last year.

There is a big Latin American fly fishing site called riosysenderos.cl It is from Chile, but has a lot of info from other Latin American countries. There is an article on Los Roques in Spanish. However an interesting point is the author of the page was educated in the US, so I would assume speaks English. The author is supposedly an expert in fly-fishing in Venezuela the page that I found this info out on was

On the bottom of the page is the information about the author Gerardo Mogollón. According to the page his email is cheverefly@hotmail.com He may have more information regarding licensing. It is worth a try, if you do not get your answers from the consulate.
