I have bought gurgler foam from Jack and I have bought some from craft stores. Jack's is better. Additionally, his sticky foam is helpful as you can double the size of the gurgler. I like how this floats in the water.
On a side note, when I first started tying gurglers I made the mistake of cutting them far to wide, making it more difficult to cast with no added benefits in how it rides in the water. As each season goes on, they get slimmer and slimmer.
Also, real small ones are great for freshwater.
