You're right. It's about control. Control comes with practice and practice takes time and patience. You'll figure it out one day an it will all "click" and make sense.
Think about trying to be precise rather than needing to impart action on the fly. If you're precise about presentation, the fish just might suprise you by being very responsive to the lack of "action" especially when they are holdng station in current.
Read through Ken's stuff about the drift again. Some of the answers to your questions are right there.
