Ken and everyone - Unbelieveable story. The Chesapeake Bay Striped fishery must be the most convoluted and perplexing fisheries managment system in the world, if not the universe.
While the commericial guys can legally and illegally gillnet this fish to meet and then exceed qoutas check out the new regulations for the "Trophy Season" this year at the attached link. Notice that the state worked very closely with the charter boat and guide associations - read commercial industry - with some input form recreational organizations to adjust the limits. From what I am reading in the press on the internet and hearing in discussion, this trophey season sound like it is insane. On one of the other internet fishing sites there are postings on refering to keeping things civil out there. Some of the charter captains are trying to promote common curtesy and sportsmanship out on the bay during the special season. From the gist of the discussion threads it sounds like an absoulte free for all with every captain out for themselves and there clients - "how quickly can I catch my limit (one fish over 33" per client), get my clients back to the beach load up a new set of clients and get back out on the water to get there limit? if I can get a third trip in for the day - what a bonus!"
If you ask me the whole system is messed up because MD is one of the few states that allows commercial fishing for striped bass, and yet they rely heavily on the recreational striped bass fishery and the other commercial part (charter captains and guides) for a huge financial input into their economy and tax base - and yet the two camps are at odds with each other over limits and sizes. I guess I am to feeble minded to understand it. Oh and by the way, about the only way you can catch a fish down here on the bay is by owning your own boat/ chartering/or hiring a guide, because they have extremely limited public shore access to the bay and its tributaries.
