The government already has the offshore scene covered. All vessels fishing for pelagics are required to have a valid NMFS permit which has recording requirements. This includes RI. The cost for the permit is around 30 bucks. I have a registered charter boat with NMFS. The reporting is a pain in the rear. They are like the fish police and call my wife at home almost daily to see what I am catching, sending threatening letters, etc. Really borders on harrassment, but it is a condition of the permit......
I was not aware of the individual license requirement of the MSA. I am surprised NJ has not gone down this road. This state is king when it comes to over regulation!
