I am catching up on the news this week. Have you all heard about this announcement that anglers will need a defacto license in order to legally fish in salt water? OR The state will enact a saltwater license themselves. What a bunch of BS. I studied fisheries in College. I understand the need to have data to determine populations and management techniques. However making it mandatory to have all anglers register and pay a $25 registration fee is not a solution. Supposedly this got passed in the Magnasus Stevens Fisheries act when it was renewed a few years back. This is BS. You never need a total populations in order to measure anything. That what statistics are for. You take representative samples. You do not need to know "everything". They are calling a "registration" which is a disguise for the word "license". Those things are not rights, and can be denied or taken away. When the Colonies were forming, King James delivered a proclomation that all residents of the colonies had a right to fish fowl and navigation in coastal waters. All major coastal legistation since then has derived its bassis from these rights. It seems like some pencil pusher in Washington has forgotten the priciples we were founded on.
