Yep, when the cormorants start camping out in the estuary in front of the brook the bait have been around.
The runs progress like this to me: When there is a single GBH hanging out the time is right and herring should be there and I should be checking.

When the cormorants are up in the pool at the base of the brook the herring are there. At this point there will usually be three GBHs in the area. The herons seem to have a water space management program, I have never seen more than three at a time at this location.
