No, without a FW license one can fish the tidal sections of the Connie, Nissy, Carmans, Peconic and a few lesser streams. Plus the Carmans is a wonderful above the tidal section as is all these rivers. However, the Connetquot River was a private club in the 19th c. for the super rich and was eventually donated to the parks dept. but remains private for all. It has enormous trout. A fellow I know has taken numerous trout between 12-18#. The Nissy on the North Shore is similar. I prefer to mostly fish tidal sections because there are more types of fish and there are wild browns.
