I actually just cloged your email with my thoughts on your balance point question. It's pretty simple, the balance point stuff that is, not the plug designing. :) I'll leave that part to you.
Too much to post here I think, but I will if anyone wants to read another one of my long drawn out emails.
A short answer... The Center of Gravity (Cg) and the Center of Buoyancy (CB) locations along the body of a submerged body determine how that nuetrally buoyant shape will suspend in the water. They need to be coincident to get this effect and the result is minimal force required to get the plug to move this way and that.
