It is simple, try heavier lines until one makes the power in the rod come to fullness and the cast will take care of itself without any difficulty.
It is not complex except in trying to sort out the disinformation and misinformation about casting from the function of casting.
Get it out there on one backcast both short, medium and long.
If it won't do that then something is wrong with the balance.
Nothing wrong with the rod it just needs a heavier line to make it work like it is supposed to.
