They are in the salt ponds and they stay there for the whole summer. I have seen and caught them on flies in the upper bay near outflows to lagoon estuaries. They spawn here and migrate back down south in the fall. They move out of the salt ponds in mass around the time that the mullet start to move. Needle fish plugs catch fish all season and they are very good plugs. They have no action in themselves . It is all angler skill.
Fish them everywhere and you will catch fish on them everywhere. There is no wrong place to use them just personal skill. They are more of a type of lure than a imitator lure although they do imitate the movement of needle fish somewhat and mimic their profile.
