Fly Fishing the Surf

Subject: Thinking out loud again,,,

Been studying (watching)a bit,and trying to determine the better of tides to fish the Surf.
Generally speaking, is there a better/best part of a Surf Tide to be concentrating on?
The best I can come up with is,,, Depends on location.
Beaches have me puzzled the most.
Areas of Boulder strewn, rocky drop offs, points, pockets are one thing, but a straight sandy beach (like Matunuck, Weekapauge)?
I know, look for a rip, check currents and all,,, but when is the better time to fish and observe?
I'm learning,,, just a bit thick at times.
Help?
