Great question but no good answer. My suggestion is to concentrate on one or two areas for a while, fishing all tides. Get a sense of which tide you prefer and why at that location(s) and apply the knowledge to the next similiar location. I think you will also find that many beaches fish well during all tides, just at different spots. I don't fish open beaches that often, so I'm refering to beaches with lots of rocks and structure. The beach area I fish most often have some areas that fish better at low tide and some that fish better at high for different reasons. Sometimes it is simple as an area being more accessible at low tide or an area being bone dry except on a higher tide. Fish the beach at low, check out the structure, and you can probably make a few good guesses what fishes best when.
