Brett, having watched you fish, my guess is that the only reason you haven't landed one in the surf is that you haven't spent a lot of time fishing in the surf. Keep at it.
But it's really a matter of definition. I have a very nice photo of you (Lyle has a copy, I think, for the 'grin & grab' board) with a flyrod double. I saw you wade out into the bay from the beach and cast to those fish. Why wasn't that the "surf"? How high do the waves have to be before you are "surf fishing"? I don't want to get into a metaphysical discussion here, or a battle of dueling dictionaries, but as far as I am concerned if you need green water coming down the tops of your waders to call it surf fishing, wear hip boots and the problem is solved.
