Both are and sometimes both aren't.

The big key is rip currents the beach break and a few other things.

In the Article archives page on the opening page of the site, not the ken's archives board, there is a piece I wrote years ago that is helpful.
It is called "Waves on Sand."
I think you will enjoy it as it is experience based not conjecture. I wrote it for/about fly rod fishing.
There is a lot of solid info. in there.
