This one has also puzzled me too. My thought is that fish see and experience waves much differently than humans. Just get under the water with scuba gear and you'll see. My guess is that it doesn't really make that much difference either way as long as the fly looks natural and has some movement and flash to it. Stripers don't seem to be particularly selective feeders, especially in surf.
