This is real fishing. You are doing it and it is a pleasure to read what you wrote. You made my day.
I think that color may be important. This may sound nuts but try colors that match the color of the water even though it is dirty. Then try black. The paddle tails are low energy so a try flat tail like the Manns lunker grub. Jigging spoons might work too. Those little heavy small compact thing. You raise and lower them on a tight line. Both up and down don't flutter them or move them quick. IT is not the action; just their nn invasive presense slowly moving up and then down. Low energy. Sounds like you have neutral to negative fish. Tiny crank baits an inch long behind a heavy sinker also.

Negative fish are paronoid so you can't catch them if you try to excite them. They will move away rather than hit. You have to sneek up on them with low energy presentations. Just some thoughts. Small lures and non invasive presentations. Neutral fish are a piece of cake compared to them.
