Quatering down or some angle will help. Upstream is more difficult as you have no back pressure to hold it up and you have to keep up with it and monitor the rate of fall. If it stops falling it is a fish.

A hook may not sink the lure as plastic floats adn without t keel from the jig it may spin but not necessarily.

The float with a jig would be better as you could hold the depth of the lure and keep it in the taking zone. A sliding float like a "sparrow," would allow you to adjust the jig depth at will.
