I love stories like these. I'd try a big mother of a spook freaking out on the surface.

If that doesn't appear to be the kind of energy they are looking for maybe slow walk and stop a plug along the surface. A danny or redfin or somthing like that.

Try and drive him nuts.

Big stuff even if the bait appears to be small.
