The presentation element is key - especially rate of fall through the water. In terms of which is best - shot or leadcore tip - would depend on the location and what the current is doing. When fly fishing the rocks, I'll start with floater and no weight. I want the fly to look like a helpless baitfish being pummelled by the surf. If there is not much surf/current and I get no hits I'll start experimenting with deeper presentations.
